The EU makes the second anti-dumping sunset review final ruling on China’s aluminum foil
On March 10, 2022, the European Commission issued an announcement to make the second anti-dumping sunset review affirmative final ruling on aluminum foil originating in China, and decided to continue to deal with the products involved in China (including circumvention products transshipped through Thailand) Anti-dumping duties are levied, the amount of which is shown in the attached table. The EU CN (Combined Nomenclature) codes of the products involved are ex 7607 11 19 (TARIC code is 7607 11 19 10) and ex 7607 11 90 (TARIC code is 7607 11 19 30, 7607 11 19 40, 7607 11 19 50, 7607 11 90 44, 7607 11 90 46, 7607 11 90 71 and 7607 11 90 72). The dumping investigation period in this case is from October 1, 2019 to September 30, 2020, and the damage investigation period is from January 1, 2017 to the end of the dumping investigation period.
On July 12, 2008, the EU launched an anti-dumping investigation on aluminum foil originating in Armenia, Brazil and China. On October 6, 2009, the EU made an affirmative final ruling on the case. On October 4, 2014, in response to the applications of 7 EU member states companies AFM Aluminiumfolie Merseburg, Alcomet AD, Eurofoil Luxembourg SA, Hydro Aluminium Rolled Products GmbH, Impold.oo and Symetal SA, the EU approved the application of aluminum foil originating in China and Brazil. Conduct an anti-dumping sunset review investigation. On December 18, 2015, the EU made a final anti-dumping sunset review on aluminum foil originating in China and Brazil. On December 17, 2020, the European Commission initiated the second anti-dumping sunset review investigation on aluminum foil originating in China. On December 21, 2020, the EU initiated an anti-circumvention review investigation on aluminum foil originating in China to examine whether the Chinese products involved in the case have been re-exported to the EU to avoid the current anti-dumping measures. On September 15, 2021, the EU made an affirmative final ruling on the case.
