Ukraine revises the final results of anti-dumping investigations on the hot rolled seamless steel pipe from China

On September 4, 2020, the Ukrainian Interdepartmental International Trade Commission issued an announcement, in accordance with the Commission’s resolution No. 460/2020/4411-03 of September 2, 2020, amending No. 444/2020/4411-03 of May 22, 2020 Resolution of the Resolution on the final anti-dumping results of imported hot-rolled seamless steel pipes (Ukrainian: сталевих безшовних гаряче-деформованих труб) originating in China, and decided to deal with Chinese producers/exporters who have reached price commitments as of May 22, 2020. Anti-dumping duties will not be levied within three years from the date of resolution 444/2020/4411-03 coming into force. Companies that have reached price commitments include: Tianjin Pipe Corporation (Tianjin Pipe Manufacturing Co., Ltd., Tianjin Pipe International Economic & Trading Corporation, Tianjin Pipe Steel Trading Co., Ltd.), Jiangyin Demas DP-Master Manufacturing Co., Ltd., Shanxi Fenglei Drilling Tools Co., Ltd. (Shanxi Fenglei Drilling Tools Co., Ltd.). This case involves products under Ukrainian tax numbers 7304 23 00 00, 7304 19, 7304 29, 7304 29 30 00, 7304 29 90 00, 7304 39, and 7304 59.

On May 14, 2019, Ukraine initiated an anti-dumping investigation against imported hot-rolled seamless steel pipes originating in China. On May 28, 2020, in accordance with the Resolution No. 444/2020/4411-03 of the Interagency International Trade Commission of Ukraine on May 22, 2020, Ukraine imposes a levy of 0-51.52% on hot-rolled seamless steel pipes originating in China. Anti-dumping duties are valid for 5 years.
