Mexico initiates the third anti-dumping sunset review investigation against Romania and other three countries’ carbon steel plates

On September 10, 2020, the Mexican Ministry of Economic Affairs issued an announcement stating that the Mexican domestic company Altos Hornos de México, SAB de CV applied for carbon steel plates originating in Romania, Russia and Ukraine (Spanish: placa de acero en hoja) Launched the third anti-dumping sunset review case investigation. The dumping investigation period in this case is from July 1, 2019 to June 30, 2020, and the damage investigation period is from July 1, 2015 to June 30, 2020. The TIGIE tax numbers of the products involved are 7208.51.01, 7208.51.02, 7208.51.03, 7208.52.01, 7225.40.01 and 7225.40.02. During the investigation, the current anti-dumping measures for the products involved continued to be effective.
On August 12, 2003, Mexico initiated an anti-dumping investigation against carbon steel plates originating in Romania, Russia and Ukraine. On September 21, 2005, Mexico made a positive final anti-dumping ruling on the carbon steel plates of the above three countries, imposing 67.6%, 36.8% and 60.1% anti-dumping duties on the products involved in Romania, Russia and Ukraine respectively. On March 12, 2012, Mexico extended the validity period of anti-dumping duties for the products involved for the first time by five years. On September 7, 2016, Mexico extended the validity period of anti-dumping duties for the products involved for the second time by five years. On January 8, 2014, Mexico made an affirmative final anti-circumvention ruling on the products involved in Russia and Ukraine. The TIGIE tax numbers of the products involved were 7225.40.01 and 7225.40.02.
